Samantha Alloway

The Arc of Illinois

Samantha Alloway is the Executive Director of The Arc of Illinois and a passionate, results-driven leader in disability rights, government relations, and strategic advocacy. She currently serves as Chair of the HFS Autism Work Group within the Medicaid Advisory Committee and was appointed by Illinois House Speaker Emanuel “Chris” Welch to the Illinois Commission on Poverty Elimination.

Caitlin Crabb

University of Illinois Chicago - Institute on Disability and Human Development

Caitlin Crabb is a research assistant professor in the Department of Disability and Human Development (DHD) and a DHD Disability Studies PhD graduate. Within DHD, Caitlin works for the Institute on Disability and Human Development, the University Center for Excellence in Developmental Disabilities for the state of Illinois.

Center for Developmental Disabilities Advocacy and Community Supports

Mike has been in the profession of long-term care for forty-eight (48) years, involved in the development and operations of LTC Facilities for seniors (NH’s, ALF’s, SLP’s, & Retirement Centers), and Group Homes for Individuals with Intellectual/Developmental Disabilities (CILA’s & ICF/DD’s).

Josh Evans

Illinois Association of Rehabilitation Facilities

Josh became President & CEO of IARF on April 1, 2018, after nearly fifteen years working to advance the budget and policy priorities of the Association through the Illinois General Assembly and United States Congress. During his tenure as Vice President of Government Relations & Operations, Legislative Director, and Legislative Liaison, Josh led IARF efforts to pass several initiatives into law, managed grassroots advocacy campaigns to protect funding for community-based services and supports, and represented IARF on many broad-based coalition efforts.

Kathy Carmody

The Institute on Public Policy for People with Disabilities

Kathy Carmody serves as CEO of the Institute on Public Policy for People with Disabilities, whose members provide direct services and support to over 35,000 people with IDD and Autism across Illinois. Kathy’s experience includes leading research, demonstration and training projects which helped to develop the Illinois community system, including directing the SPICE Project, which served as the model for the HCBS residential system.
